[openib-general] Mixed 32/64 bit environment issues

Thought about, yes...  Done anything yet, no...  It was on the TODO
list in my original announcement to lklml:

    * Fix up ioctls, userspace interface so that 32-bit userspace
      works with a 64-bit kernel.
