[openib-general] help with installation

I *think* the absolute latest OpenSM works with VAPI. That is on the 
list to check, but there are issues with VPD. This is BRAND-NEW, so 
we will see some teething pains, but we all hope in the end it will 
solve the single stack issue(s).
