[openib-general] Looking for API specs

If it would be easy to do a quick update before posting them, then it
might be worthwhile so that people don't code to some API that has
been changed or something. If they cannot be updated soon, then having
something that lets people know they are out of date is probably the
right way to go.

project will get over. ;-) You can have perfect documents only if you
have a documentation team. And as developers we all know, these
documents are outdated, we can read the source code figure out.
