[openib-general] Performance tests

One of the best network performance tests we've found is b_eff. It's a
single .c easy to build.  It tests network performance under load of
various traffic patterns.  It reports the results of individual patterns
as well as a weighted overall figure of merit.  It also dumps gnuplot
tex and other nice formats.

I tried to attach b_eff.c to the message, but it bounced so you'll just
have to google it.  Does the mailing list not allow attachments?
